Zarinkelk Engineering Services, Inc. (ZESI)- is a full service Civil engineering company in Houston, Texas with a Client base that primarily includes municipal agencies, such as, the City of Houston, METRO, the Harris County Flood Control District (HCFD), Harris County, TxDOT, the City of Missouri City, and the Port of Houston Authority. ZESI has a long history of serving large municipal clients. ZESI staff members have worked with the agencies side by side over the last decade on such projects as the City of Houston Storm Water Management Program (SWMP), the Greater Houston Wastewater Program (GHWP), the City's Street & Bridge Program, Harris County Flood Control District’s Project Brays, METRO’s Light Rail Project, the Downtown/Midtown Transit Street Projects, various Park & Ride and transit centers facility projects, Port of Houston projects, and Harris County projects. ZESI has developed good working relationships with many of the area’s governmental agencies.
In these projects, ZESI staff members assisted the agencies and their prime consultants in design management, construction management and inspection services of their CIP through the following activities: scheduling, interfacing with design consultants, preparation of estimates, scope of work preparation, development of criteria and details, contract negotiations, development of briefing documents for and facilitation of Technical Review Committee (TRC) meetings, development of record of decisions for TRC meetings for cost-effective solutions, conducting meetings with the Houston Contractors Association (HCA), development and review of PS&E packages, quality control, consultant evaluation, project advertisement, project bidding, bid evaluation, construction contract preparation, the project award process, design services during construction, contractor interfacing, processing requests for information, utility coordination, OSHA compliance, and attendance at and facilitation of public meetings and inter-agency coordination meetings.
